License issued by SPAN to water service providers. With the enactment of WSIA, water operators need to have the Service License to operate and maintain water assets. |

| Non-revenue water (NRW) |
Water that has been produced and is “lost” before it reaches the customer. Reasons for losses include leaks, theft or metering inaccuracies. High levels of NRW are detrimental to the financial viability of water companies because NRW are not billable, as well to the quality of water itself. |

Operational expenditure is the on-going cost/ day-to-day expenses for running a business. Such expenses include electricity costs, staff costs and rental. |
