Haji Isa Abu Bakar is the Head for Projects of PAAB. He is responsible for overseeing the management and coordination of all capital works of the company.
Haji Isa started his career with Jabatan Perairan dan Saliran where he supervised the construction of irrigation works. He later joined PUSPATI and was also responsible for related civil and construction works.
Haji Isa was also attached to the Ministry of Development, Negara Brunei Darussalam from 1986 to 1996. His responsibilities included providing technical and operational guidance to contractors, supervising the design and construction team on civil, structural, mechanical and electrical works on various projects. He was also responsible for the certification, operations and maintenance of the sewerage facilities in Negara Brunei Darussalam.He subsequently joined Indah Water Konsortium Sdn Bhd where he was in charge of the planning and certification of capital works as well as managing the operations and maintenance of company unit offices in the Southern region.From 2000 to 2003, Haji Isa served with Minconsult Sdn Bhd and was responsible for the implementation of civil, structural, mechanical and electrical works for various sewerage works. He later joined No-X Asia Sdn Bhd as a director and was responsible for the overall management of the company including providing technical and engineering advisory services.He was briefly with United Consultant Associate as the Country and Engineer Representative where he was in charge of feasibility studies, design and quality control for a sewerage project in the Republic of Sudan. In 2006, he re-joined Minconsult Sdn Bhd as the Resident Engineer which saw him being involved in the construction of a sewerage treatment plant before joining PAAB.
Haji Isa graduated from the University of Missouri, Columbia, USA with Bachelor of Science in Civil Engineering. He subsequently furthered his studies in the University of Strathclyde, Glasgow, United Kingdom and obtained his Masters of Science in Public Health and Environmental Control Engineering. He is a Professional Engineer registered with the Board of Engineers, Malaysia (BEM) and is a member of the Malaysia Water Association.
